Water pressure dropped throughout the house, is this a plumber job?

Over the past few weeks the water pressure in our house has dropped noticeably, and it's not just one tap, it's every fixture including the shower. Nothing's changed in terms of usage and there are no obvious leaks, so I'm not sure whether this is something on the supply side or a problem within our pipes. I've been looking into Reliable plumbing from The Kitchen and Bath Company of Palo Alto, but I want to understand what's likely causing it before I book anyone. Has anyone dealt with a whole house pressure drop and what did it turn out to be? Also, is there a way to check whether it's our side or the utility's before paying for a callout? I'd rather not pay for a diagnosis if it's something the city should be handling.
